Motion of an electron never influences its electric property or magnetic property.
Flow of electrons in a conductor is caused by the attraction between the electric fields of mobile electrons and fixed positive charges in the conductor.
Since electric field and magnetic field of an electron are at right angle, flowing electrons create a magnetic field at right angle to the direction of the current.
When oscillates, the electric field of an electron will be parallel to the oscillation and magnetic field will be perpendicular to the oscillation.

Because of the mutual repulsion between magnetic lines, the magnetic field lines of a magnet are always bended.
Therefore, the magnetic lines of a magnet can reach only relatively smaller distances.
But oscillating magnetic lines can reach far distances.
As the wavelength of oscillating magnetic lines increase, the chances for the mutual repulsion between them also increases.
This is the reason for the wide bending of radio waves.
But as the wavelength becomes shorter, they go straight line. For example, microwaves, visible light etc.
